Memory Drain

My GS7 Memory says that Total Memory is 3.3GB. Is this because the System uses the rest of the 4.0?

It is also showing average use of 2.5GB/73%. Is this Normal?

Yes. Most systems take up quite a sizeable amount of a GB from the total amount of GB advertised. Always kill apps you're not using. And from time to time, restart your phone. That might help with your memory management.
