Menu partially inactive to touch in Alcatel 3V.

In Alcatel 3V (Android 8.0.0), the entire menu for some reason became inactive to touch except the top and the bottom menus, i.e. only the signs at the bottom "<" and "o" and the 3 horizontal lines work, and the menu at the top for pulling down (but after entering the settings in this menu (i.e. the gear wheel), nothing can be clicked in these settings either) .

Restoring to factory default settings helps only for a very short time, i.e. after some time (maybe several dozen minutes?) the problem appears again.

Also after switching the smartphone off and on everything works for a few seconds as it should and then stops again. Only thanks to the fact that it works for a few seconds after turning the phone on, I was able to reset it to the factory default settings (but you have to be very quick - only after a few attempts I was fast enough to reset the phone).

Why is this like that? How can this be changed if even restoring to factory default settings does not help?

Can you get into Safe Mode?

I think that the File Manager was the culprit. When I disabled (in the upper pulled down menu) the following permision for the File Manager: "Allow display on top of other applications" the menus started to work normally.
