What do other people see or hear if i block their number and what would i see if they blocked my number? Is the answer the same if their bill wasnt paid?

This depends on the service provider.

Most times when your block a number it will always go straight to voicemail (and they will never receive the voicemail)
But there are also a lot of times where you will receive an error message of sorts
"The person you are trying to reach is unavailable"

If you're worried about the person you blocked figuring out that you have blocked them, it's very hard for them to tell the difference. So don't worry, you're safe!
