Trying to install an app this morning and it says your phone is set to block 3rd party. I have unknown sources checked and USB debugging. Any ideas?
 
Have you rooted your phone? What app are you trying to install?
 
Where are you trying to get this app from? I read in a thread that some apps are blocked due to country of origin. So in Canada there are some US apps that are blocked, and I would imagine that the same holds true for other countries and vice versa. I don't know if those are laws or rules or if they are set by the carrier? XDA Developers forum may be a better place to ask this question. Seeing as how you've posted this in a Rooting and ROM thread they may be more equipped to answer this question.

Oh. Trying to root with an app? This is new to me however if the app is not for your model of phone it may not work, especially if it is something that will enable root. The code for rooting is specific to each device which, for those in the audience, is why it often takes months for devs to come out with root codes when devices are released. If the code was the same for each device there would only be one way to root. Meanwhile if you are trying to root I still suggest you head over to XDA Developers and see what they have. They will have a step-by-step for your S5 along with tips and tricks to help you root. They may also know about the app you're attempting to use and have information on that as well. It could be as simple as you are trying to use the wrong version of the app and your device can't process it.
