messages syncing notification?

I keep getting this notification and it will just stay there for hours and not let me clear it. Yesterday I just to restart the phone in order to get it to go away
Anyone else get this with Verizon messages +?

It must be a system wide issue. I have seen that before on airplanes on their WiFi ...

My family has seen this on three phones today.

I did a force stop and it was fine after that.

When I click the notifications I get this screen...I tried turning off the notifications for messages + and then I got no sound when I got a text. I haven't found where the background sync notification is
