Metro PCS wants money from my friend just to activate a new phone?

My friend was given a Metro PCS Android phone to use, but must get a new SIM card for it. She went to the store and they told her that she has to pay $12 for the SIM and $10 to activate the phone. She's already a current member and has paid her phone bills and all that. Is this just one store trying to nickel and dime her, or is this actually Metro PCS' policy?

Does she need a second line? Can the SIM be swapped?

I would check with a corporate store... Some retailers make up their own rules. But before doing that have you tried to do it online?

No. She wanted to transfer her number. The SIM can't be swapped because it's full size and the new phone has a micro SIM slot.
