MMS file size exceeds limit help

When I try to send a picture via test message (MMS), it says "Resizing image..." followed by "Attachment size limit is exceeded" I know Verizon has a limit of 1,200KB per MMS, verified from website. How do I get the Message app to reduce it to the proper size to be able to send via MMS on V10? I have Verizon at my network.

PS: It'll let me attach it if I use the "Take photo" option but it wont let me attach a picture if I use the "Picture" option from the attach menu.
 
Sometimes you can't if the video is simply too big. The best bet would be to upload it to another source (like YouTube) then share the link.
 
Your resolution is set to high and the file size is too large for Vz MMS, I suspect the 'take photo' portion does some degradation or resize automatically. You can modify the resolution of the pic being taken or better download a photo app editor and set up a custom edit to the size for mms, yes a extra step but
 
Interestingly, the V10's stock messaging app doesn't do this to me but Hangouts does. If I really want to send a video, I jump over to the stock app.
