If it is not an ATT phone, you need to put in the correct APN settings. A visit to a local ATT store should take care of the issue or search online for the correct settings.

i'm on the line with tech support and all the settings have been updated, but apn enable/ disable is grayed out

Where is apn enable/disable? I don't have that option.....

Do you get data....just not mms. Have you gone to settings, more, wireless and networks, internet settings. From there you choose your provider and it downloads mms settings.
