Mobile data Issue

I did some searching around but I didn't really have the right answer ,so I decided to post it here.

Here's my problem, I live in Malaysia and before I bought my HTC One I was using S3, at the time I was able to get H+ signal and my average speed was around 7~10mbps(min 5mbps). For the One, I only get H and the speed is pretty slow( 3mbps)

Both phone is using same SIM and number and also carrier.

I'm using HTC one international version in India and I get H and sometimes H+ and some times 3G only . but when I was in Dubai it was H+ always
