Mobile Data off, data still being used

[Android Central Question]

Sometime in October my data shot though the roof, I have mobile data turned off on my phone via the settings (global toggle), but it still somehow has been using the same amount of data. Do I actually have to turn background data off on every single app manually, and if so, what is the point of having a mobile data toggle if every app can override that using background data?

Welcome to Android Central! Have you looked at the Settings>Data Usage menu to figure out what has been using data?

Turning mobile data off should prevent apps from using it. How did you turn it off?

verify that you are looking at mobile data and not wifi data usage
