I have Background Data Off and disabled "Open by Default" for the app to open links. Why is it still using background data?

Thanks, looks like Google's calculator, I would clear the apps data then Force stop and see what happensIn one months time it has used 60.90 KB of background data. All while background data was turned off for it.

That toggle is for usage of mobile data in the background. But the figures that you see are for both wi-fi and mobile data. So it's likely that the few kB of usage was over wi-fi.
I'm not quite sure why the Calculator app would need a data connection, since as far as I know it doesn't sync across devices. But it might be for backing up the history to Google Drive as part of the general backup system.
