I have a Verizon s4 used on T-Mobile plan. Everything else worked but the hot-spot feature. Any 3rd party apps I could used to get around for it to work? I have android 5.0.1 installed. Thx.

This worked for me. I reset my Galaxy S4 to stock and was no longer able to see the hotspot configuration options screen.

The only way to make it work is getting the phone rooted, for that need to run Odin3 v3.07, download I337_NC1_Stock_Kernel.tar and, I337_NJ4_Stock_Kernel.tar to the computer . Download Towelroot apk and TetheringProvision.apk , directly in your phone
1-Go to settings , in more , select About device, then press 7 times over Build number, this will give Developer options, select USB debugging.
2-Turn off the phone, press down volume and home buttom, a warning massage will appear, just continue and press Increase volume to put your phone in Dowload mode.
3- Now connect the phone to the computer, Run Odin3 v3.07, next , run I337_NC1_Stock_Kernel.tar pressing PDA in Odin, it will install in to your phone.
4- Run Towelroot apk , now your phone will be rooted by pressing made it rain.
5- Tur off the phone and disconnect USB cable, and repeat step 2 ,to put the phone in Dowload Mode. connect the phone usb again.
6- Use Odin to run I337_NJ4_Stock_Kernel.tar pressing PDA, after this download obtain S Manager in google play,
7-In S manager select System/app , in here look for TetheringProvision.apk, and TetheringProvision.odex, to both to rename their names.

This will work, it has worked on my note 3 AT&T unlocked device that I switched to T Mobile. I had trouble with Mobile hotspot, it kept reading "Invalid Sim" and found out how to disable this, but it has to be rooted first! (preferably towelroot Android 4.4.2).

1. Download Titanium Backup from Google Play store (allow apps from unknown sources on device)
2. Since your device is assumed to be rooted at this point, search "tether" in the Titanium Backup app.
3. You should see "TetheringAutomation" and "TetheringProvision". These are what is messing up your tethering experience; Uninstall these apps, but back up for safety before you uninstall.
4. Download "Hotspot Toggle widget" from Google Play store, put the widget on your home screen.
5. Press to activate the widget, IMPORTANT: you will have to press the widget 3 times to activate mobile tethering for whatever reason, at least that how it was for me.

I own S4 AT&T and now I have successfully enabled Hotspot
1. Go to Settings --> More --> Tab on Application Manager
2. Go to All tab(By scrolling Vertically)
3. Find AT&T Hot Spots and click it
4. When App info opens, click Turn off
Now AT&T Hotspot is turned off.

5) Get ES File Explorer from the Play Store. Tap the hard key for menu, scroll down and tap on Net Manager. Tap on Settings at the bottom, select 'Use the system AP setting', enter an SSID (recommended to be short with no spaces, like 'MyName_GS4_Active'), and a password. Tap on OK. Tap on the back button. Tap on 'Create a hotspot network'. It will say 'Establishing Network...turning on', followed by 'Now you are using AP, SSID is...', AP password:, and an 'Exit' button. It may say 'Unfortunately, Settings has stopped' after this, but IGNORE it. Your hotspot is still active - look at the top left of the phone, you will see a wifi symbol in a blue icon, this is your indication that your hotspot is working. WORKS PERFECT!

Should have. When you open Application Manager, it should be showing "Downloaded". Swipe your finger on the screen to the left so it changes to a different list. Do it 3 times. It should go from Downloaded to SD Card to Running and then All.

I've never tried this but does any of this happen to work on a Verizon S4? Or is that beyond help?

It only gives you that error when you try to use the hotspot? My guess would be that AT&T is blocking it, since it's something you have to pay for separately from your data plan.

I also have same problem with my s5 at&t
