Ok Verizon has different accounts, and if you are on a legacy plan you might not have hotspot, OR you might have to pay extra for it. THAT is possibly the issue. Also did you configure your hotspot? Setting the hotspot name and password? Rather than just using the toggle, go to Setting, then Tethering (or Hotspot), toggle it on in there THEN click on Configure Mobile Hotspot, then set a name and password.
