Mobile Pay as you Go sim on Nexus 7 tablet

I have a pay as you go sim card which the carrier says is only for mobile use and not dongles or tablets. I am installing a Nexus tablet in my car as a in-dash infotainment system. I would hardly be using the internet on it and Google maps now has offline areas which makes it even better. However, I would like to be able to have data available for real-time traffic info and this uses very little data.

So I thought a Pay as you go option would be great where i keep certain credit in the account and pay per MB used. This sim card does exactly that. But they restrict it to mobiles only. Is there any way or an app for the tablet to make the carrier think that the sim is actually in a phone and not a tablet so that they dont restrict the service?
 
Carriers will detect the IMEI of the device that has the SIM and they'll be able to determine what that device is from that. The IMEI is fixed and any attempt to mask or edit it is actually illegal in most of the world.
 
As the network is restricting the sim card for use on mobile phones only, and if what you are saying about the way they determine if it's a mobile, tablet or dongle is through IMEI, then if I buy a cheap phone that I am willing to scrap and tranfser the IMEI of the phone to my tablet will that work? I understand it isnt allowed but surely if i'm using my own device and scrapping the other it isnt that bad lol.

The carrier also says no tethering allowed, how do they determine if you are tethering? although it says no tethering allowed it still seems to work.
