Moto E 2nd gen not compatible with TF BYOP, but same model worked 2 months ago

I bought my wife a new VZW prepaid Moto E 2nd gen w/4G LTE and we used it with Tracfone on their BYOP program. That was a two months ago and everything has worked fine. I bought another one of the exact same model phones and when I checked it for compatibility the TF website said this one wasn't eligible. I can't imagine why an identical phone worked in February, then wouldn't in April. Any ideas?
