Moto G4 Play - Camera and disabling geotagging / Google Photos

I'm stumped. I have location tagging disabled in the camera app; I have permissions for the camera to use location revoked. When my pictures are uploaded to Google Photos, they are geotagged. In Google Photos, remove geo location is enabled, but that only removes the information if I share the photo via a link. Nothing under Google Location settings suggests a way to enable/disable access to the camera.

Can anyone help?

How precise is the geotagging? Is Location History turned on? If so, try turning that off.
