moto x and roaming not working

I got a unlocked moto x straight from Motorola it came with a t mobile sim.
I've used it for a month in the USA on tmobile and it worked great.
since tmobile gives you free 2g data roaming, and I travel overseas I thought this would be good
however since i landed in Europe, I;ve been in 3 countries and 5 cities and haven't been able to connect to any data.
I've been trouble shooting it with tmobile and with Motorola and both just keep saying it shoudl be working
I can make phone calls and text messages, but no data and no picture messages.
I've connected to all the different carries in each location, they have double checked the apn settings, they have opened 2 engineering tickets with no luck
changed the preferred network to wcdma and 2g.
cleared the cache on the phone, everything short of a complete wipe of the phone
anyone else has any ideas or has anyone else gotten the phone to work overseas?
I had a nexus 4 before this and never a problem.

Two friends are overseas now and are using T-Mobile's free 2G DATA without issue.

In fact in Germany both friends were able to connect to T-Mobile DE's LTE network and while they were throttled to 2G speeds the latency was low enough to support VOIP calls.

Not sure why the original poster was/is having issues, maybe there is an incorrect setting on his/her phone?
