Moto x pure showing internal storage 9.61

Ok so this has me puzzled. I got an error the other day saying I was running out of space. I go in and look and it days I have 9.61 GB total space available and had used 8 GB of that.

Umm, this is a 16 GB phone the lowest they sell. So how is it this has only 9.61 GB of internal storage?

There is space taken up by the operating system itself.

Would think that it would show that as space used then. But yes it is kind of what I thought - you would think it would show 16 internal storage and then 6 GB usesd by OS
