Moto z play starts to turn on then starts to flush moto screen

My mom’s moto z play will not turn on. It will start to reboot and then start to flash to moto screen.

Welcome to Android Central! Does it keep bootlooping, or does the Moto logo simply flash? If it's bootlooping, it could be a failing battery, or corrupt firmware. See if you can boot into Recovery and wipe the cache partition: https://support.motorola.com/us/en/solution/MS113289
