Motorola Droid Ultra isn't turning on, can I recover phone numbers that are not on my sim card?

Subject line says it all. I dropped my phone, it's not turning on now, and I can't access my contacts on a different device. I specifically need phone numbers for work clients but the numbers are not on my sim card or on my Google account.

Is it at all possible to recover phone numbers not saved to a sim card or backed up through a Google account?
 
Welcome to Android Central! Unfortunately, if you never backed up or synced those contacts manually, then the only way to retrieve them would be to take the phone to a forensic data recover specialist (which typically cost quite a lot). This is why I always recommend saving contacts to your Google account (or some other cloud service), in case something like this happens.
