Motorola E 2nd Gen (AT&T) Data turned off?

[AC Question]

Hi all. This happened awhile back but one day my serive just shut off while I was on my phone. Dropped signaland just shows the Sim card icon with a line over it on top of my screen. When I restarted it I get a notification box in the lower portion of my phone for about 2 to 3 seoncds when it comes on saying "MMS cannot be sent/recived when mobile data is disabled" I never turned on my mobile data and dont know how to. Also i looked up how to enable it. They tell me to go in to Data Usage and turn on Mobile Data. Well i dont even have that option to do that. So im cluless on how this can happen.
