Move Apps to SD Card

Why can't I move some of my apps to my SD card? The phone only came with 200MB, but at least 50 need to be free for it to run properly I was told. This leaves very little memory available, and to top it all off, I can't even put all my apps on my memory card I have over 5 GB free on the card, and yet I can't move a 30MB app to it:S Can anyone help?

Some developers code their apps to be able to be moved to the SD while others do not.
