I currently have the iPhone 7 and Apple Watch. I’m wanting to get the pixel 2 and an Android wear watch.
Is the Huawei Watch 2 the closest to the Apple Watch?
The things that I am looking for in a watch is continuous heart rate monitoring that saves this data, notifications from texts and checking the occasional weather.
Would rather stay away from Samsung products.

Ignoring physical attributes, within the android wear ecosystem yes IMHO the Huawei watches are as close as it gets to apple levels of support and overall stability. A step closer though would be the Samsung tizen models. You should re-think your anti-Samsung stance though. You're omitting (frankly) some of the best designs and sustained support outside of apple-world. I say all this as a 2 year user of a moto360 gen2.

My honest opinions... Good Luck though with whichever you chose.

I've have both the Huawei Watch 2 Classic and the Tichwatch E. You will not find a single watch close to the Apple Watch but in my opinion both of these are the best you can get. The Tichwatch E has a better screen but while it has Heart Rate Monitor, I only think it is continiious when doing a walk/run/workout whereas my Huawei Watch 2 Classic will do continuous heart-rate throughout the day.

As far as what kramer5150 said, I can agree that the Samsung Tizen watches are more polished and professional in their form and function. But my caveats with them are it works "better" with Samsung Phones and Apps and there is a lack of apps/functionality with them you don't have with Android Wear.

I think the Tichwatch is the best value in all of Android Smartwatches.

I would recommend the LG Sport or LG Urbane 2 LTE (which you can’t get new any more). They both have NFC for Google Pay, GPS, a great speaker, LTE and you can access the sim card slot yourself, amazing screens, and three buttons, which means you can program two of them to start your most frequently used apps: priceless! They won’t continuously monitor your HR out of the box, but I‘d check if there are apps for this.

Before my Urbane LTE, I had the Samsung Gear S. I really loved that watch for the things it DID do, but the Tizen app store is a desert, and hardly any apps were added during the time that I owned my Gear S (a year). I would never ever recommend Tizen to anyone. For Wear OS, there is pretty much an app for anything.
Samsung makes gorgeous hardware, but the software that allows you to customize your watch to your specific needs is what makes these watches so useful.

In regards to Samsung support, I have a different opinion: there was zero support for their crappy charger, which would break after a few months of use. This is all over the internet: it had a flawed design which they refused to admit, making it necessary to rebuy proprietary chargers every few months. Not one Gear S owner did not have this issue, yet nothing was done to rectify the problem.

Tiwatch E and S are great cheaper options, but be aware that they do not have NFC nor speakers. While spme people may not care about the missing speakers, no NFC means no Google Pay.

I am hoping they’ll add those and LTE to a future model.
