moving music from drop box to play music

I've just recently replaced my laptop with a nexus 10
I've downloaded some songs on YouTube converter and the files are in dropbox app.

How Do I get these songs from dropbox to my play music account?
I can't seem to access music manager on the tablet.

Does it Download the actual music FILES and album cover art, or only an "image" of what's still in DropBox?
I use DropBox only to Shift files from one device to the other, Not to permanently store them.
When I "downloaded" my music files to my fone, as soon as I deleted them from DropBox, they disappeared from the fone!
