Moving photos between files in Dropbox from my Samsung Galaxy Light and Tab 4

Essentially, how do I do the above? Can do it on laptop but not on cell or tablet. It's driving me batstuff crazy.

Since Dropbox is a cloud service, shouldn't you be able to upload the file from one device and have it immediately accessible on the other in the cloud?
