your post is not clear. an app is disable? or the play store is disable? if app is disable, most likely it is not compatible with your phone.

I think the OP is a developer with an app on Play store. He needs to speak with them to find out why

I read that now... was not even thinking of developers...

thought developers had a play console or control panel where they can access help by chat or email.
