My Bluetooth wont stay off

Hello,

Anyone having issue with their Bluetooth not staying off? I turn my off and it turns itself after a few seconds, the only thing I could think is turning on is the samsung pay, any suggestions?

I have the same problem with my Note 5 and its really starting to **** me off.
