My Droid Turbo lock screen has strange blue and white lines on it

Whenever I wake my phones screen blue and white line show up but when I unlock the phone they go away, does anyone know what this is

Hmm... Have you rebooted your phone? That's the first thing I would do.

Second thing, if it still occurs, hold the power and volume down buttons at the same time and try to capture a screenshot of this phenomenon and post it. I'm trying to figure out if its a hardware display issue or a software rendering issue...
