My Galaxy S6 Active is stuck on a light blue download screen and won't do anything. What do I do?

My Galaxy s6 active is stuck on a light blue download screen and wont do anything

WAS on with att a\support and was tryin to reset my phone and it is now stuck on this screen

Press and hold power + volume up + volume down until it reboots

My phone has a Google account that someone put on there on my phone stolen I don't know their email address for the password

Wonder how they got theirs on there if you already had a Google account linked to it? Hmmm... Didn't you have an account set up before it was stolen? Was your phone not locked? How did they get around your security? Seems odd.

Welcome to Android Central! Sorry, but I don't understand. Someone stole your phone, changed the Google account it's logged into, changed the password, and then gave it back to you?
