My Google pixel 3 xl phone is 2 months old and turned off

If you purchased from Google or a Carrier you should be able to get it replaced

Have you tried holding the power button down for several seconds until it turns on?

On my OG XL, I once ran the battery completely dead. I had to plug the power in for several hours before it would come back on.

Once it did, worked fine. I just made sure I never ran it completely dead
