My half-rooted Nexus 5 will not turn on.

A while back I was trying to root my nexus 5 which had just gotten marshmelow. I had never rooted before so I made a mistake, now my phone will only 1.turn on, 2.show the google logo with an unlocked lock at the bottom, 3.blink black, repeat 2.,4. show the teamwin logo, 5.then open up some team win recovery project with lots of red and grey writing. Please help, I am not that old and I can't get a new phone for a while. I am fine if my device is wiped in the end or something as I backed it up, I just want it to work.

Can you boot into the bootloader (from powered down, hold power button and volume down at the same time)? When the screen shows Start, you are there. If you can, you can flash the latest OS.

I am sorry , but how do I flash an os? Do I have to plug it into my computer for that or something?
