My Huawei phone Go into the rescue mode only and can't unlock it, how can I fix this?

if the device not going into the fastboot & rescue mode (ONLY Show RESCUE MODE)
than i can't do anything. when i am trying to command into CMD "fastboot flash recovery recovery.img" it will show waiting for device what can i do now please tell me
