My lg k371 will only charge when powered down

It would charge some when powered on then would start decreasing while plugged in. Did it with two different batteries and I tried different charging cords and adaptions. Same scenario.

I assume you're only testing this on wall outlets, since you mentioned trying different adapters. Are you actively using the phone while trying to charge? If so, what are you running? Some battery or CPU intensive apps can still cause the battery to drain while still plugged in.
