My Micro SD card will not format as internal storage on my android device (nvidia shield tablet)

Problem: I currently have a Nvidia Shield Tablet running Android Version 7.0 with a 32 GB San Disk Micro SD card that I am trying to format as internal storage. When I use it as portable storage, only 16 MB shows up.

Output error:
command '116 volum partition disk:179,32 private' failed with '400 116 Command failed'

Attempts at fixing:
1. format the device using tablet gui
2. windows format disk
3. diskpart.exe with commands <clean> or <clean all> and <create partition primary> in windows ndows
4. adb shell command
<sm partition disk:179,32 private>
note: (172,32 is the micro sd device)
adb shell output:
java.lang.IllegalStateException: command '59 volume partition disk:179,32 private' failed with '400 59 Command failed'

Reading into the issue I read the following:
"What happens if I reset (factory data reset) the phone?
If you set the micro SD card as internal storage, after resetting the phone, NO device, including your own phone, can read the SD card.

All data in the SD card were encrypted when you chose to use the SD card as internal storage. The encryption key was saved in the secured location in the internal storage.

But if you reset the phone, all data in the internal storage are erased, including the encryption key.

So, NO device can read the SD card. You have to format the SD if you want to use the SD again.

It is important to back up your data (including your files and data) in the phone before resetting it. Back up, back up and back up."

This could be the originating problem because I did factory restore my device while the micro sd was set as internal storage. I did not know this could cause a problem.

Any info would be much appreciated
