My Note 4 won't load via mobile data, only wifi, but only on certain apps!

Hi. My Note 4 won't load information that requires mobile data, like google searches, on my built in browser. Also, google Chrome doesn't load either. But, my email works, and if I search on the built in google search app, my searches work, but when I click on the link and select the browser to open the link, then it never loads the information! So it seems to only be certain apps, including my banking. I can't figure out what the heck is going on! I did do a factory reset, and it has been acting up ever since. Please help!

What happens on WiFi?
Or does this only happen on mobile data... Or did I misunderstand and it does not work on either.

On WIFI everything works perfect. But on mobile data only certain things work, but it seems most things don't work, on mobile data, or in other words, things not working is the norm on mobile data, not the exception.
