my phone was stolen a couple times and they used developer options along with ANDROID STUDIO to hack into my phone...but since then (years ago) havnt been able to keep him/her/them, off my phone So my phone keeps getting hacked into and someone is broadcasting and removing personal explicit photos and videos of myself, I've called the police and already have an open investigation they monitor my web activity, but he's not necessarily getting on my wifi, I noticed when I check system logs I see where a user has changed root permissions, installed apps that I can't see, and others I dont reckondnize, in the logs notifications are hidden from me or shut down completely, I noticed this individual also is broadcasting to who knows where, when I open my permissions app, I no longer have the permission to change settings and permissions that I could before, I just got this phone I've ALREADY changed passwords, called police etc, I need to figure out, why apps like Keylogger, OSP.app, FACTORY APP, and a host of other com. Apps are all getting installed, i do know he uses ANDROUD STUDIO among other open sorce programs and apps to steal and violate my privacy,, i dont know exactly who it is but they are close enough to get into my phone,, system activity shows where storage size is modified and showing incorrectly, it also shows when he suspends_wifi to keep me offline, I also seen several commands in the logs where my videos and photos were removed, and also where he retrieved all account info and passwords on my device....my main Gmail account was hacked just today...my reason for the feedback, my problem also is that at times he redirects and freezes my actions when I'm using my phone, he may prevent this report from being submitted I have several screens tots of the logs as well I need assistance figuring out how he keeps getting access to my phone, and in turn my account. I wish I could post screenshots
 
You need to regain control of your accounts for all your online services, and not do so using your compromised phone. If someone did actually install some kind of malware previously, if you use your phone to reset the passwords of your online accounts, if they're remotely monitoring your phone than they will just note whatever changes you make. Use a desktop PC or a laptop to reset your passwords instead.

-- Consider your compromised phone as weak point. Enable Airplane Mode so this phone no longer has any online connectivity, and leave your phone in this state while you log into all your online accounts and reset your passwords using a computer. Don't cherry pick just some of them, because of any links between different services (i.e. your different online accounts are likely to refer to your Gmail), if someone is remotely hacking you if they have control of one your services, they essentially have control over other, linked services. So it's not just a matter of regaining control of just one service that 'might' be a problem, you need to make sure you, and only you, have control over all of them.
-- Your phone is not the main problem here. Something like your email app will always be tied to your online Google account -- and it's Google's online servers that do all the actual management of your emails. The app is just visually presenting the data it's being fed by those Google servers. Essentially it's just a client-server relationship where Google is the server and your email app is the client. The same principle applies to Instagram or whatever, Facebook servers are the server, the Instagram app the client.
-- After the daunting project of resetting all your passwords is done, now do a Factory Reset of your phone. This will wipe the data partition so be sure your files and data are safely backed up. (... do not just assume they are backed up, check and double-check your backup files that your data is actually there and accessible). Now go through the also daunting project of restoring your account on your phone -- reinstall apps and copy your file back over. You'll have to use your new passwords on all the apps that require user logins.
 
Welcome to Android Central! It's not entirely clear to me -- you're still using the same phone that was stolen from you twice? If so, as already mentioned, I'd consider that phone compromised unless you can reinstall the firmware. Some malware can potentially be installed to the system root, such that a factory reset wouldn't necessarily get rid of it.
