My phone is unlocked so why won't a new SIM card work?

Hello. I have an HTC One that I was using with Verizon in the US. I am spending a year in France so I've been trying to set up my phone to work with a French phone company. My phone is definitey unlocked (I've called Verizon to check a bunch of times) but every time I go to a phone store here, the new SIM card doesn't work. Anyone have some advice on what to do?
 
Does it produce an error or just not work? Is this with multiple SIM cards? Usually if it is a locked issue it will tell you the SIM card tray is locked and you need to unlock. If the device simply isn't reading the SIM that could be a bigger issue. Does it still read your Verizon SIM?
 
Did you change the network mode to gsm? Did you enter the correct apn?
 
When I put in the French SIM card I can now make calls, but I can't send texts or use data. There's also now an E with two arrows below it in the notifications bar at the top of my phone and I'm not sure what that means...

I'll be traveling to France with a Galaxy 7 Edge soon. It should be region unlocked as I've made calls from the U.S. Did you find a solution to your French SIM card issue?
