The weather apps and other things seem to firm up that thought I haven't been near Georgia since I bought this phone it was bought as new from the AT&t store

Are you on mobile data when this happens? Is it different if you connect to a Wi-Fi network?

Many apps that use your location will default to going by your IP address if it can't use your GPS (phone location off or you've restricted access to location in the app's permissions in Settings).

On AT&T phones using their mobile network, the IP address is assigned by AT&T's network ops center. There's a big one in Atlanta. There are probably several data centers across the US. My phones used to connect to one in Dallas, but in the last few years, it's been the one in Atlanta.

I don't allow my browser access to my location, so most sites - when, for example, looking up stores close to me - put me in Atlanta too.

Now, when I switch to Wi-Fi, which is a more local ISP, it suddenly puts me in my real town.

A way to check this is while in a browser, just go to Google.com. Signed in or not won't matter. If you search for something, at the bottom, it states your location, and below that it says "From your IP address - learn more". When I do that while on mobile data, the bottom says I'm in "Atlanta, Georgia". If I switch to my home Wi-Fi and refresh, suddenly I'm correctly listed as being in my town in South Louisiana.
