My phone won't download/install apps

I'm in the Google Play store trying to download and install the PlayStation App for Galaxy S4, but my phone won't install the app, I'm not sure it's even downloaded.
When I press "INSTALL", or "INSTALLED" as it appears now, I'm referred to another page where I have to choose a device. When I press "INSTALL" again, it tells me to wait, and almost right after a message says "Congratulations! PlayStation App will be installed on your device soon." When I press "OK", nothing happens.

I've cleared the phone's system cache (by turning the phone off, and holding down the Home, volume up and power buttons at the same time, and then selecting "wipe cache partition")
 
Welcome to Android Central! Why are you using the Google Play Store website on your browser? Use the actual Play Store app. If you install using the website, the installation may not happen right away (and I'm not sure how well it works from a mobile browser--it's intended primarily for a desktop browser).
 
I'm not using the Google Play store on my browser, I use it on my phone. I'm searching for a solution on my PC.
 
How long are you waiting after clicking the Install button on the website? The delay can be anywhere from a few seconds to a few minutes.
