My Pixel 3 only charge for 1 ampere despite the "Charging Rapidly" message on display

I just bought a used Pixel 3 in excellent condition without the charger. So decided to buy a 20W PD supported third-party charger to utilize the fast charging function on the phone. The charger seemed to work since my phone displayed "Charging Rapidly" message on screen.

By using AccuBattery app, I found that my phone only charged for 1 Ampere on the average during off screen.

I don't think the charger at fault since my brother's Galaxy A50s managed to charged up to 2 Ampere while using the same charger.

Is there a way to fix this?

My money is on the charger. You will note rapid wireless charging is only available with the Pixel stand. I would not be surprised if plugged in rapid charging is proprietary as well.
