It starts out charging at a rate of about 2400mah, then immediately drops to about 1200mah. I tried several things...blowing out the USB port, trying different chargers and cables, restarting the phone, etc. I even did a factory reset. Still the same. And yes, fast charging is switched ON in settings. It will charge, but quite slowly.

What's the battery level at when this happens?

Have you already tried cleaning out the phone's USB port?

The battery was at about 40% when I plugged it in. Yes I cleaned the port. It will charge, but only at normal speed.
Try going settings>apps>toggle on system apps then hit ok >search usb settings on the list and clear its data and force stop see if it helps

Get a flash light and look at the charger port anything looks damaged the pins? Or worn out

No, where is recovery located?
You have to turn the device off , as u power on hold the volume up/power button same time to enter recovery then select with volume buttons and and highlight wipe cache then power button to clear

It has been my experience with my former Note 4 that the charger can go back and that its replacement will restore proper charging. As a matter of fact, I don't use fast charging because it makes the battery get hotter, so I turn it off. I also remove the case and charge only to 80% with the help of the app, AccuBattery, which alerts me to when 80% is reach. I also try to get it to go no lower than 20%. Last test I did on the two year old battery showed it has 96% of its capacity left. Even with fast charging turned off it recharges very quickly.
