My S8 active at&t shows 4g but works at 3g speeds?

Actually, i live in pakistan and i recently got myself a S8 Active at&t which pretty much get the job done but the real question is : whenever i use mobile data it shows 4g but it works at 3g speeds and also in speedtest it shows 3g, i tried every possible thing to resolve the issue but that didn't work out, i also tried swapping the sim to another phone which is s6 and that seemed to be working fine.
I really really need help of you guys...

Its probably not compatible with your carrier's supported bands. Who is your carrier?

Welcome to Android Central! Just because something is 4G doesn't mean it'll be lightning fast. There are times when I'm in an area of poor coverage (or heavy congestion) where 4G speeds are terrible.

3G speeds to your carrier's server (as in you're downloading something from your carrier)? Or 3G speeds from the internet? (Your download speed from a server on the internet is only as fast as the slowest part of the path from the internet to your phone. (It's an internet thing - it has nothing to do with your phone or with cellphones.)
