My Sam. S-3 gets One incoming call that Rings and Rings, I can't answer it.

I get a call about once a week just recently that Rings and Rings and Rings, I can't Answer it or make it Stop unless I shut down the Phone and do a restart. If I try to answer on the Phone pad by swiping it does nothing but Ring, Ring, Ring. I think it would ring till the Battery went dead if I let it. I do have Block Call Apps but no number pops up to Block.

Welcome to Android Central! Can you clarify -- does the phone actually say you have an incoming call, and if so, does it identify the number? Or is the ringing happening without any other indication that you have a call?

I have Call Blocking App and when it rings my blocking App pops up but doesn't show the Number that's Blocked and Ringing. I open the Phone pad to answer and No can do plus it's not listed in the Recent Calls either. So Yes it is Ringing without any other indication other than Blocked Call Pops up.

It sure sounds like a glitch with the call-blocking app, unless that's how it was designed to act. I'd uninstall it and contact the developer about the problem.

All Other Blocked Calls get Blocked correctly. Calls that I don't answer goes to Leave a Message after 4 Rings. This Number what ever it is, makes my phone Ring & Ring till I turn it off and re-boot. If I uninstall the Call Blocking app I'll loose All the Numbers that are blocked that don't get through.
