samsung galaxy 4 active died, will not turn on or charge, can photos be retrieved?

the phone just died. will not turn on , replaced battery and still will not turn on or charge....nothing. Is there anyway to recover photos?

Well ...

How valuable are they? It's possible that someone could JTAG into the storage and pull the files off, but you're talking more than the cost of a new top of the line phone. At least. (Look on eBay for JTAG and contact some of the people who do that kind of work.)

This is why backups were invented. If you had everything backed up, all you'd need to worry about is getting a new phone. Back everything up always. (See Backing up an Android Device.) With all the free cloud storage available, there's no excuse for not having a backup in each hemisphere (Mega is in New Zealand. If a hemisphere goes bad, you'll be worrying about breathing vacuum, not your backups.)
