My Samsung Galaxy Tab A 9.7" with S-Pen does not have a flash.

Welcome to Android Central! If you don't have an additional handheld light source, then see if the camera has a Low Light mode or an HDR mode.

Yes it does.
Look at the lighting bolt at the center. Turn it ON or Auto, when taking picture in the dark, the flash will be on immediately then off.

The Tab A 9.7 with S Pen is the SM-P550, right? The Samsung support page says it doesn't have a flash: How Do I use the Camera on My Samsung Galaxy Tab A? (SM-P550, SM-T550, and SM-T350)

Tab A tablets (both sizes, with and without S-Pen) do not have flash with their cameras. They're low budget basic tablets with low budget basic features.
