My SKOUT app works only when i switch off wifi.

Can any one tell settings please for

Already tried multiple ways uninstall & reinstall restarts, but alas so far no success.

Welcome to Android Central! Are you using your own home wi-fi network? Who manages the network? It's possible that there's a firewall set up for the network that blocks certain services (like social media) -- this would be more likely for a workplace or school network.
