My volume turns down about 3 clicks when I turn the phone off. What's the problem?

When I'm playing music with my headphones in it's normal with no problem, but when I press the power button (turn it off), the volume automatically goes down 3 clicks, and makes the max volume lower than it should be without any hope of me fixing it. Also, when the earbuds/headphones are out, when I'm playing music and turn my phone off, it kinda jumps/skips a bit.
