My Wifi is fine, so why is it that when I disconnect from Wifi it acts like an iPod?

Just today I had gotten on my phone to look for a response from my friends. The Wifi was weird so I turned off the Wifi to use data, however, when I did, the phone acted as if it had no access to the internet outside of a Wifi signal. Everything is set up just fine in the settings but it won't go onto the internet outside a wifi signal.
