My zte boost prestige wont update and restart

I factory reset my ZTE Boost prestige. N9132 and I followed​the proceedures. It updated the phone. And restart. But then it don't advance to the next.page so I can put an Gmail account.. what's the problem..??

Welcome to Android Central! Was this an official system update pushed over the air, or did you download an update file from some website and manually install the update?
