ne developer options

I am running jelly bean 4.2.2 and at first I did not know where are Developer options. But I figured that out. So now I have developer options, but there is nothing when I open it except USB debugging option. My question is, where are the rest of the options, like gpu rendering ,windows animation scale etc.

I take it that this is a no-name phone direct from China? I wouldn't be surprised if their firmware simply doesn't include access to the usual Developer Options.

Actually I think it is romanian brand. So there is no way to get those options except installing some other OS version?
